trying to get .NET 1.0 installed on a Vista 64bit box

Unfortunately I'm handcuffed to use a .NET 1.0 utility (Localization Toolkit from MS) for our website (for now) and after getting/installing a new box with 64bit Vista and VS2k5, and setting it up, I'm now running into problems running this .NET 1.0 Localization toolkit with IIS7.
Has anyone run into this type of scenario before? How can I ram 1.0 onto this box (Vista tells me it won't install :<)?
